LAW ENFORCEMENT DISTRICTS AND PUBLIC SAFETY COLLABORATIVE EFFORTS

 Session 1 – Establishing a Law Enforcement  District

Clackamas County and their districts (since 1994) – Sheriff Craig Roberts, Undersheriff Matt Ellington, and Captain Kevin Layng

Washington County and their district – Chief Deputy Bill Steele
Curry County – Sheriff John Bishop (lessons learned from many failures)

What Will Be Covered:   Short history of district formation, how it works now, and a description of the formation process.  What problems were there and how were they solved?  What would they do differently if they were starting the process now?  Tips for designing an election strategy and implementing it.  Getting voters to Yes.  Advice for Commissioners and Sheriffs who are considering a District.

 

Session 2 – Establishing Rural/Urban Law Enforcement Districts with a Split Rate

Deschutes County and their split rate- Sheriff Larry Blanton

What Will Be Covered:  Short history of district formation, how it works now, and a description of the formation process.  What problems were there and how were they solved?  What would they do differently if they were starting the process now?  Tips for designing an election strategy and implementing it.  Getting voters to Yes.  Advice for Commissioners and Sheriffs who are considering a District.  Advice for Commissioners and Sheriffs who are considering a split rate.

 

Session 3 – County and City Policing Collaborative Efforts

Clackamas County and City of Wilsonville – Sheriff Craig Roberts; Wilsonville Assistant City Manager Jeanna Troha

Yamhill County and its Five Contract Cities – Sheriff Jack Crabtree; Preston Polasek, City Administrator, City of Lafayette; Frank Sheridan, City Administrator, City of Sheridan

What Will Be Covered:  Background/history of the collaboration.  Reasons for working together.  Pros and cons of the arrangement.  Key issues addressed in the intergovernmental agreement?  Does collaboration save money or creates service efficiencies for the City?  How about the County?  How is the relationship among members “managed” so that it continues in the best possible manner into the future?  Advice for counties on how best to approach cities to study the possibility of collaborating. Advice for Commissioners and Sheriffs who are considering a collaborative effort around policing.

Session 4 – Oregon Solutions and Oregon Consensus Programs– Possible Ways Forward

Explanation of a Collaborative Approach to Project Development and Implementation- Bev Stein, Director, Oregon Solutions Program

What Will Be Covered:  Description of the Oregon Solutions program and the Oregon Consensus program and how they can help cities and counties jointly develop collaborative efforts

 

Session 5 – Call-Taking and Dispatch Consolidation

Yamhill Communications Agency (ORS 190 organization of five law enforcement agencies, nine fire departments and three medical districts) – Yamhill County Sheriff Jack Crabtree, Janis Cameron, YCOM Executive Director

Columbia 9-1-1 Communications District is an Oregon special district formed under ORS 198 and ORS 401. The District is governed by a Board of Directors elected from five geographic zones within Columbia County – Columbia County Sheriff Jeff Dickerson, Steve Watson, Columbia 9-1-1

Frontier 9-1-1 (ORS 190 organization between four counties – Jefferson, Gilliam, Wheeler, and Sherman) – Jefferson County Sheriff Jim Adkins

What Will Be Covered:  How the collaboration works.  Options considered prior to formation.  Problems and how they were solved.  What they would do differently if they were starting the process now.  Advice for new Commissioners and Sheriffs?  For Columbia 911:  Tips for designing an election strategy and implementing it.  Convincing voters to vote Yes.  Advice for Commissioners and Sheriffs.

Session 6 – Jail Services/Juvenile Corrections Facility Consolidation

Northern Oregon Regional Correctional Facilities (NORCOR) – Gilliam, Hood River, Sherman, and Wasco Counties – NORCOR Administrator James Weed; Hood River County Sheriff Joe Wampler; Wasco County Juvenile Director Molly Rogers; Mike McArthur, former Sherman County Judge and AOC Executive Director

What Will Be Covered:  How the collaboration works.  Options considered prior to formation.  Problems and how they were solved.  What they would do differently if they were starting the process now.  How is the relationship among members “managed” so that it continues in the best possible manner into the future? Advice for new Commissioners and Sheriffs.  Can this model be used elsewhere in Oregon?

Session 7 – Juvenile Justice Services Consortium

Central and Eastern Oregon Juvenile Justice Consortium (CEOJJC) – an Intergovernmental Organization of 17 Oregon counties – Director/President, County Judge, County Juvenile Director

What Will Be Covered:   How the collaboration works.  Options considered prior to formation.  Problems and how they were solved.  What they would do differently if they were starting the process now.  How does governance work? Advice for new Commissioners and Sheriffs.  Can this model be used elsewhere in Oregon?
